I have received many questions regarding Drop Service, what is it, is it legal. Drop Service is when the person you are serving refuses to accept or take the papers. Drop service can also be called service by refusal. You can just drop the papers/summons/subpoena at their feet (some states require you to touch the person with the papers.) If i am not already video taping the service (via hidden cameras), then I usually take a picture of the papers at their feet. I do this so that if they say that I did not serve them the papers, then i have proof for the judge. I have been called into court to testify regarding service and have never had a serve over turned by a judge.
